{"id":11257,"date":"2022-11-18T07:30:25","date_gmt":"2022-11-18T07:30:25","guid":{"rendered":"https:\/\/focus.cbbc.org\/?p=11257"},"modified":"2022-11-19T13:20:13","modified_gmt":"2022-11-19T13:20:13","slug":"the-20th-party-congress-people-policies-and-prospects","status":"publish","type":"post","link":"https:\/\/focus.cbbc.org\/the-20th-party-congress-people-policies-and-prospects\/","title":{"rendered":"China&#8217;s future after the 20th Party Congress"},"content":{"rendered":"<h2 class=\"p1\"><span class=\"s1\">The 20th Party Congress showed Xi Jinping doubling down on existing policy initiatives with little sign of major adjustments, but economic and structural developments will put growing pressure on Xi to deliver on his reform agenda<\/span><\/h2>\n<p class=\"p1\"><span class=\"s1\">The 20th Party Congress might well go down as one of the most significant in recent Chinese history. The reason for this is less due to Xi Jinping staying on for a third term, and more to do with the glaring discrepancy between the message that the leadership wanted to convey and the one which was perceived by audiences both domestically and globally.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Xi wanted to stress stability but to many, there appeared to be a reinforced sense of uncertainty, not least because of his explicit support for China\u2019s highly disruptive <a href=\"https:\/\/focus.cbbc.org\/inside-chinas-zero-covid-strategy\/\" target=\"_blank\" rel=\"noopener\">zero-Covid<\/a> policy. Xi also wanted to show continuity, but again, there was a perception of disruption, especially regarding his predecessor Hu Jintao, who \u2013 in one of the most extraordinary moments of the Congress \u2013 was be removed from the stage for reasons still not fully explained. Xi\u2019s opening speech \u2013 a sort of CCP manifesto for the next five years \u2013 was, to an extent, anti-climactic. It included little that had not been said before, belying the alarmist headlines in many Western media. Li Qiang \u2013 although somewhat tarnished by the chaotic <a href=\"https:\/\/focus.cbbc.org\/can-china-pull-off-zero-covid-and-a-stable-economy\/\" target=\"_blank\" rel=\"noopener\">Shanghai lockdown<\/a> earlier this year \u2013 is expected to be the new Premier and has a generally business-friendly reputation; he is expected to continue his predecessor\u2019s policies of supply-side reforms and trade liberalisation.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Furthermore, the promotion of former Minister for Environmental Protection Chen Jining \u2013 an Imperial College graduate who spent ten years in the UK \u2013 to Party Secretary of Shanghai, means that Xi\u2019s ambitious <a href=\"https:\/\/focus.cbbc.org\/electricity-costs-and-chinas-race-for-net-zero\/\" target=\"_blank\" rel=\"noopener\">Net Zero<\/a> goals and green development agenda is now a key performance indicator for Party officials eager to climb the career ladder. Regarding foreign policy, the appointment of the current Chinese Ambassador to the United States Qin Gang to the Party\u2019s Central Committee (CC) \u2013 suggesting that he will be promoted to Foreign Minister at the next Two Meetings (Lianghui) in March 2023 \u2013 also indicates a willingness to manage US-China relations more closely. It is worth remembering that current Foreign Minister Wang Yi \u2013 a Japanologist \u2013 entered office at the height of the conflict over the Diaoyu islands and subsequently managed to put the bilateral relationship between the two neighbours on a more stable footing. And if the Hu Jintao episode proved one thing, then time might not be on Xi\u2019s side.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<h4 class=\"p1\"><span class=\"s1\">Background<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/h4>\n<p class=\"p1\"><span class=\"s1\"><strong>Policies<\/strong><span class=\"Apple-converted-space\"><strong>\u00a0<\/strong><br \/>\n<\/span><\/span><span class=\"s1\">On 16 October 2022, Xi opened the 20th Party Congress with a nearly two-hour-long speech, outlining the Communist Party\u2019s \u2018manifesto\u2019 for the next five-year cycle. A much longer version was published later, containing more policy details and theoretical musings on Marxism with Chinese Characteristics. Yet both Xi\u2019s oral version and the longer written one included little which had not been mentioned elsewhere before.<\/span><\/p>\n<div id=\"attachment_11260\" style=\"width: 660px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-11260\" class=\"wp-image-11260\" src=\"https:\/\/focus.cbbc.org\/wp-content\/uploads\/2022\/11\/Screenshot-2022-11-14-at-14.21.08-1024x587.png\" alt=\"\" width=\"650\" height=\"373\" srcset=\"https:\/\/focus.cbbc.org\/wp-content\/uploads\/2022\/11\/Screenshot-2022-11-14-at-14.21.08-1024x587.png 1024w, https:\/\/focus.cbbc.org\/wp-content\/uploads\/2022\/11\/Screenshot-2022-11-14-at-14.21.08-300x172.png 300w, https:\/\/focus.cbbc.org\/wp-content\/uploads\/2022\/11\/Screenshot-2022-11-14-at-14.21.08-768x440.png 768w, https:\/\/focus.cbbc.org\/wp-content\/uploads\/2022\/11\/Screenshot-2022-11-14-at-14.21.08-1170x671.png 1170w, https:\/\/focus.cbbc.org\/wp-content\/uploads\/2022\/11\/Screenshot-2022-11-14-at-14.21.08-585x335.png 585w, https:\/\/focus.cbbc.org\/wp-content\/uploads\/2022\/11\/Screenshot-2022-11-14-at-14.21.08.png 1266w\" sizes=\"(max-width: 650px) 100vw, 650px\" \/><p id=\"caption-attachment-11260\" class=\"wp-caption-text\">Mentions of keywords in the Party Congress reports in 2012, 2017 and 2020<\/p><\/div>\n<p class=\"p1\"><span class=\"s1\">Analysts of Chinese Party-speak were quick to point out that this year, the number of mentions of the term security (<\/span><span class=\"s2\">\u5b89\u5168<\/span><span class=\"s1\">) overtook mentions of the \u2018economy\u2019 (<\/span><span class=\"s2\">\u7ecf\u6d4e<\/span><span class=\"s1\">) compared to the two previous congresses in 2017 and 2012, leading to the conclusion by some that for Xi, the economy is no longer the government\u2019s top priority.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">And indeed, references to economic policy were mostly summed up under the newish term of \u2018new pattern of development\u2019, which refers to such concepts as the <a href=\"https:\/\/focus.cbbc.org\/what-does-chinas-dual-circulation-strategy-mean\/\" target=\"_blank\" rel=\"noopener\">dual circulation<\/a> strategy (i.e., removal of local trade barriers and balanced trade), self-reliance in key technologies, green development, and <a href=\"https:\/\/focus.cbbc.org\/tax-in-china-in-the-age-of-common-prosperity\/\" target=\"_blank\" rel=\"noopener\">common prosperity<\/a>. Commitments to reform and opening-up, trade liberalisation and openness to <a href=\"https:\/\/focus.cbbc.org\/is-china-finished-with-foreign-investors\/\" target=\"_blank\" rel=\"noopener\">foreign investment<\/a> were duly repeated.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">On <a href=\"https:\/\/focus.cbbc.org\/what-does-common-prosperity-actually-mean\/\" target=\"_blank\" rel=\"noopener\">common prosperity<\/a>, Xi started by noting that income distribution \u2013 meaning policies reducing income inequality both regionally and between income groups \u2013 is the \u2018foundational system\u2019 of the policy. But he also emphasised that job creation remains the principal tool to achieve this goal, underscoring Xi\u2019s general distrust towards a Western-style welfare state.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">More specifically, Xi said that China needs to establish a policy system to boost birth rates and bring down the costs of pregnancy and childbirth, child rearing, and schooling. This is in line with last year\u2019s decision to ban <a href=\"https:\/\/focus.cbbc.org\/what-do-changes-to-chinas-tutoring-industry-mean-for-international-education\/\" target=\"_blank\" rel=\"noopener\">private online tutoring<\/a> but could also herald a much more intrusive approach towards family planning, perhaps even a total ban on abortions or policies penalising singles compared to families with children.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Most ominously, Xi announced that there would be more corruption crackdowns, indicating that the Party\u2019s watchdog \u2013 now headed by Li Xi \u2013 would focus especially on \u2018sectors with a high concentration of power, funds, and resources\u2019. Each member of the PBSC must be a member of the PB, and all have to be part of the CC. In short, the PBSC is the CCP\u2019s (and thus China\u2019s) board of executives.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">As such, the 20th PBSC is now almost exclusively packed by people with whom Xi has worked at various stages of his career. Only Zhao Leji and Wang Huning stayed on from the previous term. Zhao, who took over from Wang in the internal hierarchy, is now responsible for the National People\u2019s Congress and thus decides which laws and regulations get passed by the country\u2019s legislative body. Zhao also remains the only PBSC member whose career started in the Party\u2019s youth organisation, the Communist Youth League. Wang, who was previously in charge of the Party\u2019s secretariat, is now overseeing the Chinese People\u2019s Political Consultative Conference (CPPCC), which, among other things, manages the so-called \u2018United Front\u2019, including its relationship with Chinese organisations abroad.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Of the four new entrants, all have worked with Xi previously:<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<ul>\n<li class=\"p1\"><span class=\"s1\"><strong>Cai Qi<\/strong> has shared the longest common trajectory, working with Xi during his time in Fujian (1988-2002) <\/span><\/li>\n<li class=\"p1\"><strong>Li Qiang<\/strong> was Xi\u2019s deputy in Zhejiang<\/li>\n<li class=\"p1\"><strong>Ding Xuexiang<\/strong> became his secretary in Shanghai, before following Xi to Beijing in 2013<\/li>\n<li class=\"p1\"><strong>Li Xi<\/strong> was Party Secretary of Yan\u2019an, the CCP\u2019s stronghold during the civil war period and the place where Xi spent his time during the Cultural Revolution. Li was subsequently promoted to Party Secretary posts in the key provinces of Liaoning and Guangdong.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li>\n<\/ul>\n<p class=\"p1\"><span class=\"s1\">Other key appointees share a similar background. Li Qiang is probably the most characteristic representative of the pro-business Party official, heading Wenzhou \u2013 a poster child of China\u2019s private sector \u2013 in the early 2000s. He also served as Party sponsor for Alibaba\u2019s <a href=\"https:\/\/focus.cbbc.org\/the-latest-on-chinas-anti-trust-crackdown\/\" target=\"_blank\" rel=\"noopener\">Jack Ma<\/a> and convinced Tesla to build its first gigafactory outside the US in Shanghai.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Yet despite this background, businesses will expect more than just warm words of support from the new leadership. Many of the reforms outlined by Xi at the onset of the Congress have been on the agenda for years. And even though there has been some progress on legal institutionalisation and poverty alleviation, critical reforms, such as better access for private businesses to sustainable financing, the removal of local trade barriers, and stable public finances of local governments currently hooked on property sales and infrastructure investments, are yet to make visible headways.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">And while Beijing has promulgated one concept after another, be it the dual circulation strategy (to eliminate local protectionism), a national social credit system (to enable a nationwide exchange of personal and company information) or <a href=\"https:\/\/focus.cbbc.org\/what-is-chinas-new-common-prosperity-policy\/\" target=\"_blank\" rel=\"noopener\">common prosperity<\/a> (to reduce social equality), Beijing\u2019s structural penchant for delegating policy implementation to local governments has often meant that it was tasking the fox with guarding the henhouse, thus limiting the very effectiveness of its reform initiatives.<span class=\"Apple-converted-space\">\u00a0<\/span><\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Whether Xi\u2019s handpicked new team can take a more forceful approach and overcome local resistance remains to be seen, and we will probably have to wait until the next Two Sessions in March 2023 to get a better idea of his reform agenda. But the fact that Xi defied the convention of his two predecessors, who chose to step down after two terms, also means that pressure on him to deliver results or to designate a successor could grow rapidly.
