The CCP\u2019s Central Committee convened in Beijing for its third plenary session \u2013 the \u201cthird plenum\u201d \u2013 from 15-18 July, and the communique from the session has been released.<\/strong><\/h2>\n

\"Launchpad<\/a><\/p>\n

Third plenums are significant because they lay out China\u2019s policy direction for the next 5-10 years. In the past, they have been launchpads for major social and economic reforms. For example, the third plenum of the 11th CCP Central Committee in 1978 under Deng Xiaoping<\/a> marked China\u2019s initial steps towards economic reform and opening up.<\/p>\n

As ever, the communique<\/a> offers only the broad strokes of what was discussed at the session, with specific decisions and policy announcements likely to be announced over the next days and weeks.<\/p>\n

Nevertheless, it offers an insight into the government\u2019s priorities. The communique acknowledged the \u201cgrave and complex international environment and the arduous tasks of advancing reform and development and ensuring stability at home\u201d.<\/p>\n

As such, the main themes from the communique included:<\/p>\n

The Big Picture:<\/strong> China will \u201cdeepen reform\u201d and pursue \u201cChinese modernisation\u201d (this term appears 22 times in the document). The country will finish building a \u201chigh-standard socialist market economy\u201d by 2035.<\/p>\n
