{"id":2661,"date":"2018-04-16T04:31:30","date_gmt":"2018-04-16T09:31:30","guid":{"rendered":"https:\/\/cbbcfocus.com\/?p=2661"},"modified":"2025-04-23T10:21:03","modified_gmt":"2025-04-23T10:21:03","slug":"cleaning-up-enviro","status":"publish","type":"post","link":"https:\/\/focus.cbbc.org\/cleaning-up-enviro\/","title":{"rendered":"China is fighting hard to clean up its environment"},"content":{"rendered":"<p><strong> China is fighting hard to clean up its environment to ease strains on the economy, food resources and social stability, writes Sam Geall, Executive Editor at <a href=\"https:\/\/www.chinadialogue.net\/\">chinadialogue<\/a><\/strong><\/p>\n<p>\u201cWe need to increase exchange and cooperation, share experience and jointly meet challenges in climate change, environment protection, energy conservation and emission reduction.\u201d So said Chinese President Xi Jinping at the Bo\u2019ao Forum in Hainan Province last April in a speech aimed at an international audience and positioned, it is fair to conclude, to implicitly contrast with an intransigent United States.<\/p>\n<p>Since the election of US President Donald Trump, Xi has embraced an unforeseeable slew of opportunities to position his country, somewhat improbably, as the defender of the rules-based global order. With Trump\u2019s announcement that the United States will withdraw from the Paris Agreement on climate change, China could easily double down on its climate-change rhetoric to international acclaim.<\/p>\n<p>China\u2019s environmental credentials have worked as a soft-power strategy \u2014 and Xi does have a penchant for rhetorical flourish. He first coined the phrase \u201cclear waters and green mountains are as valuable as mountains of gold and silver\u201d in 2005, when he was Zhejiang Party Secretary. \u201cEcological Civilisation\u201d made its official debut in 2007, under then President Hu Jintao, but has since become a signature buzzword under Xi.<\/p>\n<p>But it is undoubtedly more than bombast. This is evident, for example, in the massive government reorganisation announced in March at the National People\u2019s Congress, China\u2019s annual meeting of its legislature. The shake-up, which also included the creation of new high-level bodies on international development, rural affairs, and anti-corruption, saw sweeping reforms to the environmental bureaucracy that target some of the most intractable problems in enforcement.<\/p>\n<blockquote><p>China is keen to be seen acting on popular concerns about pollution and environmental degradation for the sake of its own legitimacy<\/p><\/blockquote>\n<p>China has passed a raft of stringent and well-crafted environmental laws in recent years but implementation has long been hobbled by poor coordination between elite institutions, as well as a yawning gap between central edicts and the realities of local officialdom. Cleaning up China\u2019s water, for example, until now has meant working across the Ministry of Land and Resources, which governs groundwater, the Ministry of Water Resources, who regulate water in rivers and lakes, the State Oceanic Administration, concerned with coastal waters, and the Ministry of Environmental Protection, which can fine and punish polluters. To further compliment matters, local officials would seek rapid economic growth to secure promotions \u2014 even, on occasion, if it broke pollution regulations\u2014 and local environmental protection bureaus would rely on these same officials for funding and hiring decisions.<\/p>\n<div id=\"attachment_2673\" style=\"width: 1010px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-2673\" class=\"size-full wp-image-2673\" src=\"https:\/\/cbbcfocus.com\/wp-content\/uploads\/2020\/04\/shutterstock_579874519.jpg\" alt=\"pollution \" width=\"1000\" height=\"667\" srcset=\"https:\/\/focus.cbbc.org\/wp-content\/uploads\/2020\/04\/shutterstock_579874519.jpg 1000w, https:\/\/focus.cbbc.org\/wp-content\/uploads\/2020\/04\/shutterstock_579874519-300x200.jpg 300w, https:\/\/focus.cbbc.org\/wp-content\/uploads\/2020\/04\/shutterstock_579874519-768x512.jpg 768w, https:\/\/focus.cbbc.org\/wp-content\/uploads\/2020\/04\/shutterstock_579874519-585x390.jpg 585w, https:\/\/focus.cbbc.org\/wp-content\/uploads\/2020\/04\/shutterstock_579874519-263x175.jpg 263w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><p id=\"caption-attachment-2673\" class=\"wp-caption-text\">China is working to clean up its environmental challenges<\/p><\/div>\n<p>The creation of a two new, \u2018super ministries\u2019 \u2014 the Ministry of Ecology and Environment, and the Ministry of Natural Resources \u2014 consolidates many of these fragmented functions, and makes possible a more holistic approach to environmental management, signalling a serious attempt to overcome coordination difficulties. Pilot \u2018vertical management\u2019 reforms and adjustments to the political evaluation system for local officials also demonstrate that tackling local enforcement is a serious priority.<\/p>\n<p>So, what has driven these changes? Most of China\u2019s recent environmental initiatives can be explained by domestic political, economic, and environmental concerns.<\/p>\n<p>Chinese leaders have long understood the seriousness of climate change, but also the likelihood it could exacerbate existing environmental stresses on water and food systems, including chronic droughts in northern China. The public, as evidenced by opinion polls, understand this too and the Chinese Communist Party (CCP) is keen to be seen acting on popular concerns about pollution and environmental degradation for the sake of its own legitimacy.<\/p>\n<p>Fortunately for them, this largely aligns with the technological and economic preoccupations of the country\u2019s planners: to move the economy towards slower, higher quality and less energy-intensive growth; to enhance energy security by diversifying away from fossil-fuel dependence and towards renewables; to become a leading supplier of innovative technologies to the rest of the world; and to embrace the economic dynamism of the global clean technology markets.<\/p>\n<p>In other words, it\u2019s worth taking these domestic factors seriously, perhaps even more so than Xi\u2019s international pronouncements. In his speech to the 19<sup>th<\/sup> Party Congress late last year, in which he stated that the \u201cprincipal contradiction\u201d facing Chinese society, a key theoretical concept for the CCP, was \u201cbetween unbalanced and inadequate development and the people&#8217;s ever-growing needs for a better life.\u201d<\/p>\n<p>And in this contradiction lies a reason why it will not necessarily be all smooth sailing from here.
