Torsten Weller examines four recent reports that examine the future of UK-China relations<\/h2>\n<p>The four publications approach our bilateral ties from different angles and together offer an overview of the choices and trade-offs that will determine the UK\u2019s future approach:<\/p>\n<ul>\n<li><em>\u2018<strong><a href=\"https:\/\/cbbc.us3.list-manage.com\/track\/click?u=c9d02ed07b9b9b82fd48c9a61&amp;id=c73aec463b&amp;e=115ab91ac2\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/cbbc.us3.list-manage.com\/track\/click?u%3Dc9d02ed07b9b9b82fd48c9a61%26id%3Dc73aec463b%26e%3D115ab91ac2&amp;source=gmail&amp;ust=1597327248227000&amp;usg=AFQjCNFVn_FAQ7irJdJL6ZXnzQ9L10X2Dw\">Towards a UK strategy and policies for relations with China<\/a>\u2019\u00a0<\/strong><\/em>by <a href=\"https:\/\/focus.cbbc.org\/charles-parton-suggests-a-new-relationship-with-china\/\" target=\"_blank\" rel=\"noopener noreferrer\">Charles Parton<\/a>, a former diplomat and senior associate fellow at the Royal United Services Institute (RUSI), in collaboration with the Policy Institute at King\u2019s College, London. The report argues that the UK urgently needs to develop a new China strategy.<\/li>\n<li><strong><em>\u2018<a href=\"https:\/\/cbbc.us3.list-manage.com\/track\/click?u=c9d02ed07b9b9b82fd48c9a61&amp;id=a1e275086d&amp;e=115ab91ac2\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/cbbc.us3.list-manage.com\/track\/click?u%3Dc9d02ed07b9b9b82fd48c9a61%26id%3Da1e275086d%26e%3D115ab91ac2&amp;source=gmail&amp;ust=1597327248227000&amp;usg=AFQjCNG70T0tbhdVnaFFCGgg3EIPe5HzbA\">After the Golden Age: Resetting UK-China Engagement<\/a>\u2019\u00a0<\/em><\/strong>by Sophia Gaston of the British Foreign Policy Group and <a href=\"http:\/\/focus.cbbc.org\/after-the-golden-age-how-uk-can-better-engage-china\/\" target=\"_blank\" rel=\"noopener noreferrer\">Rana Mitter<\/a> of the Oxford University China Centre. They argue for a better understanding of China\u2019s complex development and foreign policy and call for a more pragmatic UK approach.<\/li>\n<li><strong><em>\u2018<a href=\"https:\/\/cbbc.us3.list-manage.com\/track\/click?u=c9d02ed07b9b9b82fd48c9a61&amp;id=8b269be3b9&amp;e=115ab91ac2\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/cbbc.us3.list-manage.com\/track\/click?u%3Dc9d02ed07b9b9b82fd48c9a61%26id%3D8b269be3b9%26e%3D115ab91ac2&amp;source=gmail&amp;ust=1597327248227000&amp;usg=AFQjCNFL6-ABUbN49zlHz-TdhSf8_3wUDQ\">China and the United Kingdom: Economic Relationships<\/a>\u2019<\/em><\/strong>\u00a0by Bill Allen and his colleagues at the National Institute of Economic and Social Research (NIESR) highlights the importance of China for the UK economy. Allen and his co-authors argue that ignoring China or even cutting our trade relations would entail serious economic trade-offs.<\/li>\n<li><strong><em>\u2018<a href=\"https:\/\/cbbc.us3.list-manage.com\/track\/click?u=c9d02ed07b9b9b82fd48c9a61&amp;id=40b5baf966&amp;e=115ab91ac2\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/cbbc.us3.list-manage.com\/track\/click?u%3Dc9d02ed07b9b9b82fd48c9a61%26id%3D40b5baf966%26e%3D115ab91ac2&amp;source=gmail&amp;ust=1597327248227000&amp;usg=AFQjCNE30qfVOB7majpBI0QSQB6zkNRcnQ\">UK jobs dependent on links to China<\/a>\u2019\u00a0<\/em><\/strong>by Cambridge Econometrics (CE) takes an in-depth look at the positive role played by China-related trade, investment, tourism and educational programmes in creating and safeguarding British jobs. The report, which was commissioned by <a href=\"http:\/\/cbbc.org\">CBBC<\/a>, finds that nearly 150,000 jobs in the UK rely on UK-China bilateral trade and other Chinese expenditure in this country.<\/li>\n<\/ul>\n<div>\n<p>While Parton\u2019s report adopts a security-based approach, highlighting the UK\u2019s vulnerabilities, Gaston and Mitter\u2019s assessment concentrates on the lack of China expertise in the UK and the resulting inadequacy of our current approach. Both the NIESR and CE reports focus on the benefits that have come from the UK&#8217;s engagement with China and its significance as a market for British businesses and investors.<\/p>\n<\/div>\n<h2>Security and zero-sum thinking<\/h2>\n<div>\n<p>Parton\u2019s report reiterates the themes laid out in his\u00a0<a href=\"https:\/\/cbbc.us3.list-manage.com\/track\/click?u=c9d02ed07b9b9b82fd48c9a61&amp;id=ae2b37ac97&amp;e=115ab91ac2\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/cbbc.us3.list-manage.com\/track\/click?u%3Dc9d02ed07b9b9b82fd48c9a61%26id%3Dae2b37ac97%26e%3D115ab91ac2&amp;source=gmail&amp;ust=1597327248227000&amp;usg=AFQjCNEUtM08_OWJMRYnbg4L_kaJ0rG4sQ\">previous publications<\/a> and articles, such as his report on China\u2019s alleged interference in the UK\u2019s educational sector and the potential risks associated with Huawei\u2019s involvement in the UK\u2019s 5G network. In drawing attention to Britain\u2019s vulnerabilities, he adopts what could be seen as a zero-sum assessment, namely that China\u2019s government policy is diametrically opposed to British interests and values.<\/p>\n<p>This becomes particularly clear when he asserts that Chinese investment in the UK has brought little to no benefit for British businesses. Even\u00a0<a href=\"https:\/\/cbbc.us3.list-manage.com\/track\/click?u=c9d02ed07b9b9b82fd48c9a61&amp;id=9bfce36a16&amp;e=115ab91ac2\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/cbbc.us3.list-manage.com\/track\/click?u%3Dc9d02ed07b9b9b82fd48c9a61%26id%3D9bfce36a16%26e%3D115ab91ac2&amp;source=gmail&amp;ust=1597327248227000&amp;usg=AFQjCNGP-NhF4YqFc9n8Y0YDBz5J7a9O0w\">Michael Pettis<\/a>, the economist whom Parton cites to justify this view, has highlighted significant wealth transfers from China to the UK.<\/p>\n<p>Nonetheless, Parton is arguably right in calling for the UK to have a more comprehensive China strategy, and for us to invest more in country expertise.<\/p>\n<\/div>\n<h2>Education and understanding<\/h2>\n<div>\n<p>Not unlike Parton, Gaston and Mitter lament the disappointing lack of understanding in the UK\u2019s current approach towards China. But whereas Parton focuses on the low headcount of China experts in Whitehall and Downing Street, the latter points out that the problem arises much earlier: for example, in insufficient funding for Chinese language classes in UK schools and universities. According to Gaston and Mitter, only 8% of state schools offer Chinese language tuition at GCSE level. As a result, Gaston and Mitter argue, British political leaders and elites have failed to develop the in-depth understanding of China exhibited by elites in comparator countries such as Germany and Australia.<\/p>\n<p>The two authors do not shy away from addressing difficult issues in UK-China relations, such as Hong Kong and Xinjiang. Moreover, nearly half of the report is dedicated to analysing the lessons the UK could learn from Australia\u2019s complicated experience in dealing with Asia\u2019s largest economy. They also highlight the positive contributions made to UK life by both Chinese students and the nearly 400,000 Chinese immigrants living here.<\/p>\n<p>Unsurprisingly, the report\u2019s recommendations centre on the need for considerable investment in China-related education and language learning. According to Gaston and Mitter, it is only by gaining a better understanding and by focusing on the UK\u2019s own strengths \u2013 of which excellent education ranks among the most important \u2013 that the UK can develop a pragmatic and successful strategy towards China.<\/p>\n<\/div>\n<h2>Economy and business<\/h2>\n<div>\n<p>The reports by NIESR and CE highlight the economic benefits of the UK\u2019s engagement with China. NIESR\u2019s report highlights the significance of China as a market for British goods and the world economy in general. According to their estimates, a 6% decline in demand from China in any given year could cost the UK one percentage point of GDP.<\/p>\n<blockquote><p>According to estimates, a 6% decline in demand from China in any given year could cost the UK one percentage point of GDP.<\/p><\/blockquote>\n<p>What\u2019s more, NIESR shows, China\u2019s high saving rates and investment in risk-free assets abroad have led to significant financial transfers into the UK. This in turn has decreased risk premiums for UK investors, thus lowering borrowing costs for British businesses. A deterioration of bilateral trade and a worsening Chinese economy could therefore not only harm British exporters but make it much more difficult for businesses \u2013 whether China-related or not \u2013 to access capital.<\/p>\n<p>The CE report, on the other hand, looks at the microeconomic impact of the UK\u2019s economic relationship with China.\u00a0 According to their research, exports, investment, tourist numbers, and student enrolment have all seen a sharp rise in the last decade, benefiting both British businesses and the wider economy. Based on robust assumptions, CE estimates that nearly 150,000 jobs are now directly sustained by the UK\u2019s positive engagement with China, with an even higher number if indirect employment \u2013 e.g. in supply chains \u2013 is counted, too.<\/p>\n<p>The two reports\u2019 results clearly contradict the security-focused assessment that engagement has brought few benefits for the UK. It also underlines that any disruption of UK-China trade \u2013 whether intended or not \u2013 could cause significant harm to the UK economy.<\/p>\n<\/div>\n<h2><a href=\"http:\/\/cbbc.org\">CBBC<\/a> View<\/h2>\n<div>\n<p>The reports by both CE and NIESR offer strong support for the view that the UK\u2019s engagement with China has substantially benefited the country\u2019s economy and businesses. Given that the <a href=\"http:\/\/cbbc.org\">CBBC<\/a>\u2019s core mission is to support British businesses in China, we welcome these reports\u2019 findings. We are also supportive of any efforts to increase British understanding of China and to broaden the number of people with Chinese language skills. The Parton and Gaston\/Mitter reports both call for the UK to have a more coherent strategy towards China. <a href=\"http:\/\/cbbc.org\">CBBC<\/a> believes that any such strategy must take into account the importance of the UK-China economic relationship, and the benefits it brings to UK companies and their employees.
