But who will win, and will this &#8216;new cold war&#8217; shape the future of environmentally-friendly travel, writes Charlotte Middlehurst<\/h2>\n<p><span style=\"font-weight: 400;\">For a while it seemed like China\u2019s grip on the 21st-century\u2019s electric vehicle market was unshakeable. For decades Beijing has led the world in terms of investment in the new energy vehicles needed to tackle climate change and create a low-carbon economy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">With liberal financing and strategic purpose, China has cemented its sectoral dominance. Ambitious EV targets have for years been enshrined in the country\u2019s development plans. Today China is home to around 99% of the world\u2019s electric buses. Nine of the <\/span><a href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2019-09-20\/electric-vehicle-market-so-far-belongs-to-china\"><span style=\"font-weight: 400;\">world\u2019s top ten electric automakers<\/span><\/a><span style=\"font-weight: 400;\"> are Chinese, according to research institute Bloomberg NEF.\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But in the wake of the coronavirus pandemic, and with a \u2018new cold war\u2019 between the US and China brewing, that outlook is changing. The outlook will have a bearing on the integration of the world\u2019s two biggest economies, as well as how (as a planet) we travel and use fuel.\u00a0\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Amid mounting supply-chain vulnerability, climate change and growing enmity between the US and China, the EV innovation race has become a key frontier. But quite who will \u201cwin\u201d it, or how, is not yet clear.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">What is certain is that the EV sector has faced a reckoning this year. As the coronavirus hit in January and national governments imposed their lockdowns, the international manufacture and sale of EVs ground to a halt. Now that restrictions are being lifted and parts of the economy reopening, green shoots are appearing.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But China has undergone a double shock. The chill in US-China relations has made competition for consumers all the fiercer, particularly in technology. The arrival of Tesla, the US auto giant, in Shanghai in February was an invitation for local manufacturers to throw down the gauntlet.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Since then EV production in Shanghai in the first half of 2020 exceeded 70,000 vehicles &#8211; around a 130% year-on-year increase.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The response of Chinese EV makers has been bullish \u2013 at least among the ones that have survived. At the same time, the government has swiftly realigned its policy sending a clear message that Beijing is backing EV makers and will do what it takes to keep the sector afloat.<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">EV production in Shanghai in the first half of 2020 exceeded 70,000 vehicles &#8211; around a 130% year-on-year increase.<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">According to Daniel Atzori, a research partner at Cornwall Insight, the most significant decision to affect the EV market in recent months has been China\u2019s extension of direct subsidies for EVs (that were due to be phased out this year) until 2022.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This was done to \u201cshield the EV market from the adverse economic effects of the crisis\u201d, says Mr Artozi. But overall Chinese policy is gradually moving away from direct subsidies to more indirect forms of financial support.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, China\u2019s measures taken to support the broader automotive sector could, in fact, have a negative impact on EVs as regular cars become cheaper and easier to attain.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe Chinese government seems to have chosen the automotive sector as a key driver of the post-Covid-19 economic recovery,\u201d says Mr Atzori. \u201cTo this end, some provincial and municipal measures to promote EV mobility have been eased or paused, to allow revitalisation of the automotive sector as a whole.\u201d For example, caps on car purchases have been lifted in some provinces.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThough this might be detrimental to NEV sales. They maintain a 5% share [of the auto market] and we have not observed any huge drop. Also these restrictions are only temporary,\u201d says Marine Gorner, energy analyst at the International Energy Agency.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">According to IEA data, the market share of EVs began to rebound in April and has held steady following the immediate post-pandemic crash.\u00a0<\/span><\/p>\n<div id=\"attachment_5830\" style=\"width: 1010px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-5830\" class=\"wp-image-5830 size-full\" src=\"https:\/\/focus.cbbc.org\/wp-content\/uploads\/2020\/09\/shutterstock_1760319059.jpg\" alt=\"\" width=\"1000\" height=\"667\" srcset=\"https:\/\/focus.cbbc.org\/wp-content\/uploads\/2020\/09\/shutterstock_1760319059.jpg 1000w, https:\/\/focus.cbbc.org\/wp-content\/uploads\/2020\/09\/shutterstock_1760319059-300x200.jpg 300w, https:\/\/focus.cbbc.org\/wp-content\/uploads\/2020\/09\/shutterstock_1760319059-768x512.jpg 768w, https:\/\/focus.cbbc.org\/wp-content\/uploads\/2020\/09\/shutterstock_1760319059-585x390.jpg 585w, https:\/\/focus.cbbc.org\/wp-content\/uploads\/2020\/09\/shutterstock_1760319059-263x175.jpg 263w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><p id=\"caption-attachment-5830\" class=\"wp-caption-text\">Tesla&#8217;s arrival in China has forced domestic manufacturers to raise their game<\/p><\/div>\n<p><span style=\"font-weight: 400;\">The second big event has been Tesla\u2019s arrival on the mainland \u2013 a symbol of American assertiveness. According to some analysts, this has had a dramatic effect on domestic manufacturers with investors pumping billions of dollars into Chinese EV startups, sending their share price soaring. This month Xpeng Motors&#8217; share price rose by 40%, while Li Auto was up 70% this month, <\/span><a href=\"https:\/\/www.ft.com\/content\/ef7044f8-f833-4e95-9413-a64d4258977f\"><span style=\"font-weight: 400;\">reported the FT<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThis increase is mostly due to the Tesla Model 3 production in Shanghai,\u201d according to Hyoungmi Kim, senior policy specialist at Natural Resources Defense Council, an American environmental group. \u201cIt is true that Tesla\u2019s arrival has been driving competition among Chinese manufacturers, which is a good thing. And more importantly, the policymakers and industry in China can see that it is not the subsidy that attracts customers. If the vehicle is attractive enough, there exists an enormous market for EVs in China.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Yet there are growing concerns that without the infrastructure needed to support a collective transition to electric power, the EV bubble could simply burst into thin air.\u00a0<\/span><\/p>\n<blockquote><p><span style=\"font-weight: 400;\">The US looks at EV strategy as a climate change solution, while China takes it as both a climate change solution and an industrial policy<\/span><\/p><\/blockquote>\n<p><span style=\"font-weight: 400;\">\u201cYou have to look at the whole ecosystem in EVs, including battery recycling, EV grid integration and charging infrastructure,\u201d says Ms Gorner.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe fundamental difference between the US and China is the driver of EV strategy. The US looks at EV strategy more like a climate change solution, while China takes it as both a climate change solution and an industrial policy,\u201d says Ms Kim.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">While data indicates some degree of recovery for China\u2019s EVs in the past few months, its 2 million car sales target for 2020 will not be met. The realistic goal is only half that &#8211; at around 1 million vehicles by the end of the year, according to Ms Kim.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A recent report \u201cChina Oil Cap Project\u201d, released by the NRDC and think-tank China EV100, highlights the huge potential of rural areas to achieve large-scale transport electrification.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If nothing else, the Tesla rally shows how intertwined Chinese and US interests around trade and energy continue to be &#8211; rather than how separate.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>US car maker Tesla&#8217;s arrival in Shanghai, coupled with the impact of the coronavirus pandemic, has prompted a race among electric vehicle makers in both China and America.
