As <a href=\"https:\/\/www.prnewswire.com\/news-releases\/shanghai-industry-partners-to-co-build-world-class-biopharma-industry-cluster-301399197.html\" target=\"_blank\" rel=\"noopener\">China.org<\/a> reported, in May 2021, the municipal government issued a three-year action plan aiming to boost the annual output of the biopharma industry to RMB 180 billion.<\/p>\n<p><span class=\"s1\">A couple of months later, the Central Committee and the State Council issued another <a href=\"https:\/\/focus.cbbc.org\/shanghai-pudong-new-area-gets-new-development-boost\/#.YWjBBhBBzBI\" target=\"_blank\" rel=\"noopener\">set of guidelines<\/a> supporting the high-level reform and opening up of the Pudong New Area in Shanghai, including corporate income <a href=\"https:\/\/focus.cbbc.org\/tax-reform-in-china\/\" target=\"_blank\" rel=\"noopener\">tax<\/a> reductions of 10% (down to 15% from a universal rate of 25%) for the first five years following business registration for companies in key industries like biopharma.
