Beijing is also expected to focus more on housing, pronatalist incentives and \u2018tertiary distribution\u2019 under its new Common Prosperity policy<\/h2>\n<p>From 8-10 December, Chinese leaders convened their annual Central Economic Work Conference (CEWC). The read-out of the conference stresses the urgent need to address \u2018three pressures\u2019: shrinking demand, supply shocks, and a weakening economic outlook.<\/p>\n<p>The Chinese government\u2019s answers to these issues are not really surprising. Stable macro-economic policy \u2013 i.e. prudent monetary and conservative fiscal policy \u2013 remains the paramount guiding principle for 2022. At the micro-level, supply-side reform and tax incentives are still the government\u2019s weapon of choice. Other important goals, such as the prevention of financial risk and China\u2019s much-discussed peak coal and <a href=\"https:\/\/focus.cbbc.org\/new-cbbc-report-shows-uk-businesses-capitalising-on-chinese-energy-transition\/\" target=\"_blank\" rel=\"noopener\">net zero<\/a> targets, are mentioned but not prioritised. Xi Jinping\u2019s new <a href=\"https:\/\/focus.cbbc.org\/what-does-common-prosperity-actually-mean\/\" target=\"_blank\" rel=\"noopener\">Common Prosperity<\/a> policy is described as a long-term challenge with the promotion of the so-called \u2018tertiary redistribution\u2019 as the only near-term goal.<\/p>\n<p>Overall, this CEWC indicates that Chinese policies in 2022 might look very much like those in 2021, as Chinese leaders grapple with the challenges of a more affluent, more educated but increasingly <a href=\"https:\/\/focus.cbbc.org\/chinas-ageing-populating\/\" target=\"_blank\" rel=\"noopener\">older population<\/a>.<\/p>\n<h4>Background<\/h4>\n<p>The Chinese economy ended 2021 on a rather sombre note. After 2020\u2019s pandemic-defying 2.3% growth \u2013 the only increase of any major economy \u2013 last year witnessed several hiccups, with more storms already gathering. At its height, 20 out of China\u2019s 31 mainland provinces had to impose power rationing. Even though the problem was mostly transitory, rising energy prices and input costs left a chilling effect on businesses. In September, China\u2019s industrial production grew only 3.1%, the lowest increase since the beginning of the pandemic.<\/p>\n<p>Second, the slowdown isn\u2019t just confined to the manufacturing sector. Retail, too, slowed down markedly in the second half of 2021, with November recording its lowest growth (3.9%) outside of the pandemic. Although consumer price inflation, which also picked up last month, might explain some of the lower spending, it\u2019s probably China\u2019s strict zero-Covid policy that remains the main reason for lower sales. During Golden Week in October \u2013 a bellwether for Chinese consumer sentiment \u2013 tourism revenue dropped 4.7% year-on-year and was at less than 60% of the 2019 level.<\/p>\n<blockquote><p>Although consumer price inflation, which also picked up last month, might explain some of the lower spending, it\u2019s probably China\u2019s strict zero-Covid policy that remains the main reason for lower sales.<\/p><\/blockquote>\n<p>Finally, China\u2019s vast real estate sector \u2014 accounting for about 29% of China\u2019s GDP \u2014 has come under visible pressure. Several property developers, including the highly indebted <a href=\"https:\/\/focus.cbbc.org\/what-would-the-collapse-of-evergrande-mean-for-british-banks\/\" target=\"_blank\" rel=\"noopener\">Evergrande<\/a>, failed to make bond payments and entered technical defaults. More worryingly, house prices have begun to drop in many Chinese cities. In November 2021, average prices for new residential properties dropped 0.33% month-on-month, the third straight month experiencing a decline.<\/p>\n<div id=\"attachment_9249\" style=\"width: 1072px\" class=\"wp-caption alignnone\"><img decoding=\"async\" aria-describedby=\"caption-attachment-9249\" class=\"wp-image-9249 size-full\" src=\"https:\/\/focus.cbbc.org\/wp-content\/uploads\/2022\/01\/Screen-Shot-2022-01-06-at-15.17.43.png\" alt=\"\" width=\"1062\" height=\"366\" srcset=\"https:\/\/focus.cbbc.org\/wp-content\/uploads\/2022\/01\/Screen-Shot-2022-01-06-at-15.17.43.png 1062w, https:\/\/focus.cbbc.org\/wp-content\/uploads\/2022\/01\/Screen-Shot-2022-01-06-at-15.17.43-300x103.png 300w, https:\/\/focus.cbbc.org\/wp-content\/uploads\/2022\/01\/Screen-Shot-2022-01-06-at-15.17.43-1024x353.png 1024w, https:\/\/focus.cbbc.org\/wp-content\/uploads\/2022\/01\/Screen-Shot-2022-01-06-at-15.17.43-768x265.png 768w, https:\/\/focus.cbbc.org\/wp-content\/uploads\/2022\/01\/Screen-Shot-2022-01-06-at-15.17.43-585x202.png 585w\" sizes=\"(max-width: 1062px) 100vw, 1062px\" \/><p id=\"caption-attachment-9249\" class=\"wp-caption-text\">Comparison of CEWC priorities in 2021 and 2022<\/p><\/div>\n<h4>Stability trumps everything<\/h4>\n<p>Confronted with these challenges, this year\u2019s CEWC focused on basic economics rather than long-term strategies. For example, last year\u2019s top priority \u2013 scientific and strategic development \u2013 is now only the fourth most important item on 2022\u2019s priority list. Other long-term issues, like the reform of China\u2019s <a href=\"https:\/\/focus.cbbc.org\/pinduoduo-highrise-pig-hotels-chinas-common-prosperity-initiative\/\" target=\"_blank\" rel=\"noopener\">agricultural sector<\/a> and the reduction of <a href=\"https:\/\/focus.cbbc.org\/will-china-lead-the-world-in-industrial-decarbonisation\/\" target=\"_blank\" rel=\"noopener\">carbon emissions<\/a>, are mentioned as secondary goals but are not referred to as primary concerns anymore. Instead, stable macroeconomic policies and supply-side oriented microeconomic reforms are at the top of the government\u2019s agenda.<\/p>\n<p>Even though most of the items on the 2022 list are hardly new, there are three policy areas that merit closer attention in the coming year.<\/p>\n<ul>\n<li><strong>Housing:<\/strong> Now subsumed under the general objective of a smooth circulation of the national economy, affordable urban housing will remain a primary concern in the coming year. The CEWC mentions two sub-goals for this issue: 1) the development of a rental housing market; and 2) construction of affordable housing. Recent policy proposals have mainly focused on price controls but more long-term strategies \u2013 such as rent-to-buy schemes or a Singapore-style public housing programme \u2013 are needed. 2022 will probably see new reform proposals in this direction.<\/li>\n<li><strong>Pronatalism:<\/strong> The sudden ban on <a href=\"https:\/\/focus.cbbc.org\/what-do-changes-to-chinas-tutoring-industry-mean-for-international-education\/\" target=\"_blank\" rel=\"noopener\">online tutoring<\/a> and the abolition of China\u2019s birth control policy have underscored how serious Beijing is about reversing China\u2019s <a href=\"https:\/\/focus.cbbc.org\/2020-china-census-reports-slowing-population-growth\/\" target=\"_blank\" rel=\"noopener\">demographic decline<\/a>. It also indicates that the latest census numbers, published earlier this year, might not show the whole story. But increasing birth rates is tricky especially as Chinese women have become more confident and vocal about gender discrimination in the workplace and beyond. Expect more action \u2013 whether effective or not \u2013 in the coming year.<\/li>\n<li><strong>Common Prosperity:<\/strong> <a href=\"https:\/\/focus.cbbc.org\/what-is-chinas-new-common-prosperity-policy\/\" target=\"_blank\" rel=\"noopener\">Common Prosperity<\/a> has been one of the buzzwords of 2021. But its exact meaning remains contested. So far, pressure on private businesses to share more of their wealth and stiff penalties for tax evaders have been the most visible expression of this new policy. The CEWR points to a similar direction by stressing the importance of so-called tertiary distribution. China\u2019s traditional workfare approach (i.e., job creation rather than welfare), combined with more investment in education, remains the dominant approach for now. However, the planned national basic endowment might offer some new clues about a more comprehensive reform in the future.<\/li>\n<\/ul>\n<p>As for foreign trade and investment, the CEWR reinforces Beijing\u2019s commitment to openness and support for foreign investment. This is undoubtedly good news. Beijing recognises that the economy is facing daunting challenges that require new ideas and policy approaches. But Chinese leaders have yet to reach a consensus on how these should look, and \u2013 in their absence \u2013 resort to the traditional playbook of stable macroeconomic policy and supply-side oriented tools. Tellingly, last year\u2019s hint at \u2018demand side\u2019 reforms has vanished from this year\u2019s conference read-out.<\/p>\n<p>Despite the insistence on stability \u2013 especially ahead of next year\u2019s 20th National Party Congress \u2013 2022 will probably be seen as a chance for more regulatory action and policy experimentation. Not all measures will be constructive, and foreign businesses are well advised to expect further disruptions and ad-hoc changes.<\/p>\n<p>Nonetheless, Chinese leaders have proven once again that they are capable of reform. Businesses should pay particular attention to regional pilot projects. This applies particularly to Zhejiang province, which serves as China\u2019s first Common Prosperity pilot zone.
